Why are most of the prestigious generals/admirals from the academies?

As I see it, most of the best generals in US are from the military academies without any military experience. For example, all of the 5 star generals in US did not have ROTC, OCS, or any prior military experience. I asked this because most people said that the best generals are the ones who enlisted first.
