One Piece Unknown Character?

I skipped over a large piece of one piece (i'm rewatching so it doesnt really matter) but i forgot the name of the coolest guy, what is the name of the guy that has piano teeth, his arm is like a clarinet and I don't mean Brook, he sits on top of the roof playing himself (as in instruments) when Admiral Hizaru kills all of the rookies. Also does he have a devil fruit and what is it called?
