Could a U.S. Navy SEAL be appointed to the Joint Chiefs of Staff as the Chief of Naval Operations?

Could an Admiral in the U.S. Navy SEALs be appointed to the Joint Chiefs of Staff as the Chief of Naval Operations, the highest ranking officer in the U.S. Navy (unless the chairman or vice chairman of the Joint Chiefs of Staff is a naval officer)?
